Senior Procurement Specialist – Procurement Reform Team
Renfrewshire Council\'s Procurement Reform Team has been set up to implement best practice from the McLelland Report in order to improve procurement performance council-wide. Renfrewshire Council is audited yearly using the Procurement Capability Assessment and currently sits within ‘conformance’. The council has an objective to meet ‘improved’ performance by November 2010. This project is a very high profile one within the council, offers the job holder autonomy and operates across the whole procurement function.
The key performance measures for this role are:
• Assisting to transform procurement policies and procedures within the council
• Preparation of documentation
• Project management of disparate projects for improvement across the whole procurement function
• Business analysis and change management skills and experience
• Developing policies and procedures that will turn into something tangible
• Ensuring that policies and practices developed are useable
• Working towards the capability assessment in November 2010 and getting to ‘improved’
performance
• Researching into developing policies
• Process improvement
• Working closely with all the procurement teams to influence, persuade and introduce change
The successful candidate will be:
• Able to deal with all levels of people across the procurement function
• From a procurement background – public sector ideally but not exclusively
• Alternatively from a planning background – and have dealt with supply chain improvements
• Proactive, have highly developed influencing skills, initiative
• Credible
• Determined and confident
• Able to embrace and influence change
• Can take ownership of a project, use their own initiative and run with it
• Flexible and adaptable.
